There was a time when Kashmir witnessed frequent shutdowns, uncertainty, and disruption of normal life. Hartal calls had become routine, affecting education, business, and the daily lives of common people. Fear and instability had overshadowed progress, and many had begun to accept disorder as normal.

Then came Arun Kumar Mehta, whose tenure as Chief Secretary marked a decisive turning point in governance and administration. With firm resolve and visionary leadership, he initiated strong measures against anti-national networks and those misusing government positions while drawing salaries from the public exchequer.

His administration focused on restoring accountability, discipline, and transparency within government offices. Employees were reminded that public service is a sacred responsibility, not a privilege to be misused. Under his leadership, governance shifted from silence and fear to efficiency and responsibility.

More importantly, his policies helped create an atmosphere where peace and development could flourish. Roads, schools, healthcare institutions, and public services began receiving greater attention. The message was clear: the future of Jammu and Kashmir lies in progress, not disruption.

Arun Kumar Mehta will be remembered by many as a peace architect whose dynamic leadership helped transform the system from uncertainty to stability, and from hesitation to patriotism. His legacy remains a reminder that determined governance can bring lasting change.
